How to create version and active an HTML5 application via command line or REST call

I know that we can use HCP cockpit to create version and active an HTML5 application. But how to do it via command line or REST call? I want to do it automatically without any manual actions, because we want to setup an automation testing environment for our HTML5 application. Any thoughts? Thank you.
